Ballona Creek & Trail Focused Special Study


In July 1996, as part of the update to the Land Use, Open Space, and Circulation Elements of the City’s General Plan, an implementation measure was established to prepare a Ballona Creek and Trail Focused Special Study (BCTFSS) to determine the potential for enhancing its use as a recreation resource while recognizing its function as a flood protection channel. The BCTFSS was suggested to evaluate a number of issues and goals, including:

  • Improving the general condition and appearance of the channel and bicycle path
  • Increasing access and use potential
  • Improving water and air quality
  • Protecting adjacent properties from possible use of the creek as a crime corridor
  • Buffering the adjacent residents from noise echoes


The basic objective of the BCTFSS is to create a usable document with realistic guidelines, concepts, and demonstration projects to enhance the scenic and environmental quality of the creek corridor and improve the public’s use of the creek-side trail.

In October 2001, the California State Coastal Conservancy awarded a grant to the City of Culver City making the Ballona Creek and Trail Focused Special Study a reality. In July 2002, the City hired RRM Design Group to prepare the Ballona Creek and Trail Focused Special Study and related environmental analysis. Ballona Creek Renaissance was also funded directly by the State Coastal Conservancy to assist the City with public outreach to facilitate a broad range of public input/citizen participation in the Focused Special Study process.
