
Developers
The NPDES permit requires the City to implement specific requirements to control pollution of runoff from development and construction projects. This applies to sites where activities such as clearing, grading, excavation, road construction, structure construction or structure demolition results in the disturbance of soil.
Minimum Storm Water Protection Requirements
Unless specifically exempted, all Development Construction Projects will be required to implement best management practices (BMPs) necessary to reduce pollutants to the Maximum Extent Practicable (MEP) to meet the minimum water quality protection requirements as shown in the following table.

Construction-related materials, wastes, spills or residues shall be retained at the project site to avoid discharge to streets, drainage facilities, receiving waters, or adjacent properties by wind or runoff.

Erosion from slopes and channels shall be controlled by implementing an effective combination of BMPs, such as the limiting of grading scheduled during the wet season; inspecting graded areas during rain events; planting and maintenance of vegetation on slopes; and covering erosion susceptible slopes.

As a condition for issuing a building or grading permit, applicants are required to certify that they understand and will comply with these minimum requirements. All Projects must prepare a Local SWPPP
The local SWPPP covers construction materials and waste management control, and must certify that applicants will implement the Local SWPPP year-round. The Local SWPPP shall include:
- The name, location, period of construction (start & finish dates), size of disturbed area in acres (including stockpiles) and a brief description of the project;
- Contact information for the owner and contractor;
- The building permit number for the project;
- The grading permit number for the project
- A list of major construction materials, wastes, and activities at the project site;
- A list of best management practices to be used to control pollutant discharges from major construction materials, wastes, and activities;
- A site plan (construction plans may be used indicating the selection of BMPs and their location where appropriate;
- Non-storm water discharges, their locations, and the BMPs necessary to prevent the discharge;
- A maintenance and self-inspection schedule of the BMPs to determine the effectiveness and necessary repairs of the BMPs; and
- A developer's certification statement (see attached) that all required and selected BMPs will be effectively implemented

Requirements for Construction Projects with One Acre or Greater of Disturbed Soil
Prior to receiving a building or grading permit, applicants must demonstrate proof of a Waste Discharge Identification (WDID) Number. In order to receive the WDID number, a Notice of Intent (NOI) must be filed with the State Water Resources Control Board and a certification that a state SWPPP has been prepared by the project developer.

A copy of the "Receipt of Your Notice of Intent" letter from the State Water Resource Control Board;
Form OC-2 (Owner's NOI/SWPPP Certification Form).
LSWPPP that is as stringent as the state SWPPP (Note: If the applicant wishes to use the state SWPPP as a LSWPPP, this must be stated so in the introduction of the state SWPPP. If a state SWPPP is submitted in lieu of the LSWPPP, the City staff will review and approve the SWPPP for the city's municipal requirements only, not for the general construction storm water permit requirements).
Guidelines for SUSMP
If your proposed construction project is subject to SUSMP requirements, contact the City's Stormwater and Urban Runoff Program Manager at 310-253-5619, during the preliminary design phase of the project.
Introduction
On December 13, 2001, the Regional Water Quality Control Board issued a Municipal Storm Water National Pollutant Discharge Elimination System Permit (NPDES Permit No. CAS004001) that requires new development and redevelopment projects to incorporate storm water mitigation measures, effective September 2, 2002.
SUSMP Project Categories: Project Categories:
All projects that fall into one of nine categories are identified in the 2001 NPDES permit as requiring SUSMPs. These categories are:
Single-family hillside home (only development of one acre or more of surface area is subject to the SUSMP numerical design criteria requirement)
Ten or more unit homes (including single family homes, multifamily homes, condominiums, and apartments)
Industrial/commercial development that disturbs one acre or more of surface area
Automotive service facilities
Retail gasoline outlets
Restaurants
Parking lots 5,000 square feet or more of surface area or with 25 or more parking spaces
Redevelopment projects in subject categories that meet Redevelopment thresholds
Location within or directly adjacent to or discharging directly to an environmentally sensitive area

What To Submit:
Prior to issuing a grading permit, the City's Stormwater and Urban Runoff Program must receive and approve an appropriate SUSMP package from those subject to the SUSMP requirements. The SUSMP package should include:
- Completed SUSMP checklist and associated forms
- Completed Flow Calculations
- Completed Form PC (Priority Project Checklist)
- Completed Form P1 (SUSMP Maintenance Certification Form)
