Water

Golden State Water Company has implemented an action plan to protect the health of its customers and employees, and provide accommodations for customers impacted by the Coronavirus (COVID-19) public health emergency.

Golden State is implementing a temporary moratorium on residential service disconnections for non-payment due to financial hardships until the COVID-19 situation is stabilized.

Golden State encourage customers experiencing financial hardship to contact its Customer Service Center at (800) 999-4033 to discuss payment extension and payment plan options that may be available to keep their accounts in good standing.

Electricity

 To help with financial challenges due to COVID-19, Southern California Edison (SCE) is temporarily suspending service disconnections for customers unable to pay their bill and waiving late fees by request. If you are facing difficulties balancing your energy needs and household costs, SCE provides assistance and resources that can help. Visit SCE online or call (800) 655-4555 for more information.

Gas

Southern California Gas Co. (SoCalGas) announced a suspension of service disconnections to any customers who are having a hard time paying their bill. This policy will remain in effect until further notice. Customers are encouraged to call (877) 238-0092 to speak with a representative about their bill. SoCalGas customer service is available 24 hours a day, 7 days a week. 

 

COVID-19 Case Info Line - Medical Sheltering

For people with CONFIRMED cases of COVID-19, if you have not yet connected with a Public Health Contact Tracer or need more information on services, call the COVID-19 Case Info Line toll free at (833) 540-0473.

If you have COVID-19, are suspected to have COVID-19, or have come into close contact with someone who has COVID-19 AND are experiencing homelessness or are unable to safely isolate at home, medical sheltering may be available on a first come, first served basis. Call the Case Info Line at (833) 540-0473 or 2-1-1 for more information and to request a referral from the Department of Public Health.  

 

Homelessness

The City has been closely working with the Los Angeles Homeless Services Authority (LAHSA), the Los Angeles County Department of Public Health (DPH) as well as city and county partners to develop and implement a coordinated COVID-19 response related to people experiencing homelessness. Currently, there are about 60,000 people experiencing homelessness in Los Angeles County, 236 of whom reside in Culver City.

The Centers for Disease Control and Prevention (CDC) issued interim guidance on responding to COVID-19 among people experiencing unsheltered homelessness. HUD also maintains prevention and guidance response for homelessness service providers. Serving people who are experiencing unsheltered homelessness is extremely important because those without shelter, especially those who also have certain underlying medical conditions, are at greater risk for severe disease. Outdoor settings may allow people to increase distance between each other, but sleeping outdoors often does not provide protection from the environment, easy access to hygiene and sanitation facilities, or connections to healthcare. In addition to the City providing existing homeless services, City staff are collaborating with neighboring cities and developing creative solutions with Culver City businesses. 

City staff, along with the Culver City Police Department’s Mental Health Evaluation Team (MHET) have conducted outreach and will continue to reach out to people in the City currently experiencing homelessness to provide the following important information: 

  • Up-to-date information from the Los Angeles County Department of Public Health about the recent spread of COVID-19 in the area 
  • Social distancing recommendations and advice to avoid crowded areas 
  • Hand hygiene instructions, cough etiquette instructions, and advice not to share personal items 
  • How to recognize the symptoms of COVID-19 and what to do if you are sick 
  • What to do if friends, family, or community members are sick 
  • How to isolate if you have symptoms 
  • Updated information on where to find food, water, hygiene facilities, regular healthcare, and behavioral health resources 

In addition to providing unsheltered residents with important information relating to COVID-19, a Culver City team made up of CCPD MHET, firefigher paramedic personnel, and City staff perform weekly outreach to check in on individuals living in encampments and in their vehicles. To date, the City outreach team has passed out hand sanitizers, ensured the installation of three hand washing stations at the City’s largest encampment, and has partnered with Grace Diner and Culver Palms Methodist to distribute education and hand sanitizers with their to-go dinners. The team continues provide individuals with information about LAHSA’s extended Winter Shelter program and is actively working to bring portable toilets to the location. Regional efforts have ensured that there are hand washing stations throughout Los Angeles County. During this pandemic, staff is committed to outreach to and protecting our unhoused communities throughout the City. 

LA County Legal Assistance

Stay Housed L.A. County is a countywide initiative to provide legal assistance and support for tenants facing eviction amid the COVID-19 pandemic.

The Stay Housed L.A. County website provides tenants with useful information about their rights, workshops for residents who need legal assistance, and other support. Stay Housed L.A. County is a partnership between the County of Los Angeles, legal aid groups and community-based organizations to provide emergency support to tenants in need.

Virtual Know Your Rights workshops will also be offered by participating community organizations to provide L.A. County residents with critical information about permanent and emergency tenant protections that can help tenants facing eviction or other challenges related to their rental housing. Community organizations will provide targeted ongoing support to help tenants with case management support.

 

Residential Tenant Eviction Moratorium

The City's Residential Tenant Eviction Moratorium (RTEM) expired on September 30, 2020.  Due to new state law, AB 3088, any further extension or modification of the City’s RTEM would have no effect until February 1, 2021; therefore, City Council may consider whether to re-establish a local moratorium after February 1st.  Currently, residential eviction protections for the inability to pay rent due to COVID-19-related circumstances are governed by California state law (AB 3088: COVID-19 Tenant Relief Act of 2020).  Please review the AB 3088 Factsheet issued by the Governor’s Office for more information regarding the new state law.
