NOTICE OF SPECIAL PLANNING COMMISSION AND CITY COUNCIL PUBLIC MEETINGS

The City Council and Planning Commission are pleased to invite your participation in two Public Meetings concerning:

WHO: The City of Culver City (City Initiated)

WHAT:  Housing Element Update: In compliance with Government Code Section 65580 et. seq., the City is updating its Housing Element for the planning period of 2021-2029. California Government Code Section 65302(c) mandates that each local agency within California includes a Housing Element in its General Plan. The 2021-2029 Housing Element provides a framework for meeting the housing needs of existing and future resident populations within the city based on the Regional Housing Needs Allocation (RHNA) of 3,341 units. The Housing Element includes the City’s goals, policies, quantified objectives, and scheduled programs to preserve, improve, and develop housing. To accommodate the RHNA, the 2021-2029 Housing Element identifies four strategies: applying two approaches to consolidate Low Density Two Family, Three Family, and Multiple Family designations into a new Incremental Infill designation; identifying sites for conversions/additions and redevelopment; identifying opportunity sites for future residential housing, intensifying existing multi-family neighborhoods, and integrating residential uses in commercial and industrial areas. WHY: The purpose of the Public Meetings is for the Planning Commission and City Council to review, discuss, and provide input on the updates on the 2021-2029 Draft Housing Element and proposed IS/ND. All members of the public are welcome to attend and participate in the public meetings.

CEQA:  Pursuant to the California Environmental Quality Act (CEQA) guidelines, an Initial Study (IS) prepared for the project determined that the project will not have a significant adverse impact on the environment and that a Negative Declaration (ND) finding is appropriate. The Initial Study and Negative Declaration, and other documents concerning the environmental determination, was circulated for public review from Thursday, October 7, 2021, through Monday, November 8, 2021.

  • Planning Commission: Tuesday, November 30, 2021, at 7 PM
  • City Council: Friday, December 10, 2021, at 5 PM

INSTRUCTIONS FOR MEETING PARTICIPATION:

The special meeting will take place via video conferenceTo combat the spread of COVID-19, the City proclaimed a local emergency on March 14, 2020 and issued subsequent public orders beginning March 16, 2020. In accordance with such orders, in-person meetings have been discontinued until further notice. 

How to submit a written public comment prior to a meeting: Once the agenda is published: Find the active eComment link to the right of the agenda date, then add your comment to the agenda item you choose.Watch a video tutorial on How to make an eComment.

How to watch the meeting: You can watch the meeting online on the Culver City Legistar page, on the City's YouTube channel, or on the City's cable Channel.

How to attend the meeting remotely: All attendees must register to attend on Webex, after which you will receive an email with directions and a link to join the meeting, once it has begun. Watch a video tutorial on how to register on WebEx.

For those who wish to speak during the meeting:  For those registering in advance to attend the meeting, you must identify the agenda item(s) on which you wish to speak by indicating the section of the agenda followed by the number (for example A-1, PH-2, C-3). At the start of each agenda item, staff will read aloud the names of those who have registered in advance and requested to speak on an agenda item. For those who did not register for the meeting, but are in attendance, you may send a request to speak via the CHAT function by stating your name and the agenda item number. Requests to speak that are received after the start of the public comment period for that agenda item will not be considered. If an internet connection is not available, or you think you may have other issues joining the meeting, please call (310) 253-5851 in advance for assistance.
