We are excited to announce that we are accepting applications online! Our agency will no longer accept paper applications. Please follow the following steps to complete an online application: 

1. Create an Account

2. Fill out the Online Application

You will need:

  • Driver's license information (if applicable)       
  • Work history  
  • Education history    
  • Additional materials may be required depending upon the position.

Important Instructions:

  • Work history section: Begin with your most recent employer. List different positions with the same employer separately. Account for your work experience within the last ten (10) years, including self-employment and periods of unemployment.   
  • Resumes are not accepted in place of any part of the online application.   
  • Incomplete applications may not receive full consideration.

3. Review

Before submitting your application, review the material to ensure that all information is filled out truthfully and to the best of your ability. Once you submit the online application you will not be able to make any updates.

4. Submit the Application

After you have submitted your application, you will receive an email confirmation. You can also check your Government Jobs Account for verification that your application was sent successfully.

After the posted closing date, all applications are reviewed. Applicants will be notified via email, typically about two weeks after the closing date. Individuals qualified for the position will be notified of the next steps in the process. All communication will be emailed, so check your spam folder or safelist emails from NeoGov and Governmentjobs.com.

Labor and Employee Relations

Memoranda of Understanding (MOU's)

The Human Resources Division is responsible for the coordination and administration of the labor and employee relations programs. Human Resources provide management support and advice to City departments, particularly in the areas of employer / employee relations as mandated by the Meyers-Milias-Brown Act (MMBA) and is also responsible for representing the City in negotiations with the six (6) recognized employee labor organizations, administering negotiated contracts, resolving grievances , providing policy interpretation and consulting with management staff to address and resolve employee performance issues.


Civil Service System 

A civil service system allows for merit-based appointments. It ensures that equal employment opportunities are provided without regard to race, color, gender/gender identification, religion, age, disability, political affiliation, or sexual orientation/identification. All appointments and promotions in the civil service system are based on demonstrated job abilities through competitive examination. This system provides a fair balance between managerial needs and employee protections for the effective delivery of public services.

The Civil Service Rules are a procedural guide for the administration of Human Resource processes including recruitment and selection, layoff, discipline, and appeal procedures.

Civil Service Commission 

The Civil Service Commission is comprised of five (5) community citizens that are appointed by the City Council to serve no more than two consecutive terms of four (4) years each. The Commission’s primary responsibility is to advise the City Council on all matters pertaining to the civil service system, recommend adoption of amendments to the Civil Service Rules, review and make recommendations related to citywide salary studies for classified positions,  and provide an appeals procedure for classified.

 The Civil Service Commission meets on the first Wednesday of the month at 7pm via Webex. Any member of the public can address the Commission at its meeting.

Risk Management

The Risk Management Division is responsible for mitigating and managing the City’s exposure to risk. The division achieves this by purchasing insurance to protect its assets, actively managing workers’ compensation claims filed against the City and implementing safety and loss control programs.

Liability

The City’s liability claims are managed by the City Attorney’s Office. Liability claims against the City must be filed with the City Clerk’s Office on the 1st floor of City Hall. For more information, call (310) 253-5660.

Insurance Program

The City satisfies its insurance needs using a combination of self-insurance and commercially purchased insurance.  

Workers' Compensation

The City is self-insured for its workers’ compensation program and has staff dedicated to managing claims and mitigating claims frequency. For more information, call the Risk Management Division at (310) 253-5640.

Tenant Users Liability Insurance Program (TULIP)

TULIP is insurance designed to provide short term liability insurance coverage for tenant users needing insurance in order to rent a facility. Event holders should fill out the online event insurance application
