2. Medical, Dental and Vision Plans

The City utilizes a full flex cafeteria plan in accordance with IRS Code Section 125 for all active employees. Unit employees participating in the City's full flex cafeteria plan shall receive a monthly flex dollar allowance to purchase benefits offered under the full flex cafeteria plan. Amount may vary by year.  Check out the MOU for your job classification for the most current rates.

To assist you with this process, each health plan available through the California Public Employees’ Retirement System has produced a Summary of Benefits and Coverage (SBC). In addition, the federal government has compiled a glossary of common health terms. Together, these documents provide important information to help you better understand our health benefit coverage and more easily compare health plan options. Dental

You may choose the Delta Dental PPO Plan (similar to a PPO medical plan) or the DeltaCare USA Plan (similar to an HMO medical plan). Dependents are eligible up to age 26.

 

Vision

All eligible employees of the City and their dependents are eligible for vision coverage through VSP. Dependents are eligible up to age 26. To locate a VSP provider, visit VSP.com

 

 

3. Vacation, sick, holiday and other leaves

Vacation

Accrual of Vacation Leave

  1. Vacation hours shall accrue each pay period at one twenty-sixth (1/26) of the annual accrual rate (i.e., annual accrual rate divided by 26).
  2. Exceptions to the maximum allowable accruals may be granted by the City Manager, or his/her designee, to meet exceptional departmental staffing needs.
  3. No vacation shall be authorized, for leave or payment, unless accrued prior to the time for use or payment, except as authorized by the City Manager.

 

List of benefits

  1. The list of Vacation Leave Benefits shown below sets forth in detail the number of working hours per year to which a full-time unit employee is entitled as a vacation leave benefit.
  2. A regular part-time employee shall accrue vacation in the proportion represented by their regular work week schedule in relation to a forty [40] hour work schedule (i.e., the bi-weekly accrual for a thirty-five [35] hour RPT employee will be based upon eighty-seven and one-half percent [87.5%] of the annual amount shown for a full-time unit employee).
  3. The benefit shown in each category shall commence upon entering the first day of the new category as follows:

 

Sick Leave

Eligibility for Sick Leave

No sick leave shall be granted until the unit employee has completed three (3) full months of service, including time spent on provisional or temporary appointment.

Accrual of Sick Leave for Full Time Employees

Sick Leave credit accrues each bi-weekly pay period pro-rated on an annual basis and shall be credited as follows: 

  • 4 Hours Bi-Weekly
  • 8.667 Hours Monthly 
  • 104 Hours Annually (104hrs / 26 pay periods)

 

Accrual of Sick Leave for regular Part time Employees

Each RPT unit employee shall accrue sick leave each bi-weekly pay period pro-rated on an annual basis in the same proportion that their regularly scheduled workweek compares to a forty (40) hour workweek.

 

Holidays

The Official City Paid Holidays are as follows: 

  • New Year's Day (The first day of January)
  • Martin Luther King Day (Third Monday in January)
  • Memorial Day (Last Monday in May)
  • Independence Day (The fourth day of July)
  • Labor Day (First Monday in September)
  • Thanksgiving Day (Fourth Thursday in November)
  • Friday After Thanksgiving Day
  • Christmas Day (Twenty-fifth day of December)
  • Floating Holiday time each fiscal year (Number of hours will vary by bargaining unit - Check the MOU's for more specific information.)

4. Life Insurance and AD&D Insurance

Life and AD&D Insurance

All active, benefited employees of the City working at least 20 hours per week are eligible for Life and Accidental Death and Dismemberment (AD&D) coverage through The Standard. The coverage amount for Life Insurance is the same amount as the coverage for AD&D coverage. Premiums for employees are paid in full by the City.

Premium

  • Life Insurance Monthly Mandatory Premium: $8.00
  • AD&D Monthly Mandatory Premium: $1.25

 

Coverage

  • Life Insurance Coverage: All Eligible Employees - $50,000
  • AD&D Coverage: All Eligible Employees - $50,000

 

Dependent Life Coverage

Coverage for dependent life insurance (i.e., spouse, registered domestic partner, child) is paid by the employee at a rate of 12 cents per pay period regardless of the number of dependents. Dependent children are covered up to age 26. Dependents are not eligible for AD&D. To add dependent coverage during open enrollment, a medical questionnaire must be completed and sent directly to The Standard. Please reach out to Human Resources if you are adding life insurance for a dependent during open enrollment.

7. Additional Employee Incentives

Education Incentive

The City of Culver City provides Education Incentive Pay for eligible job classifications to:

  • Motivate unit employees to achieve higher education
  • Enhance career development
  • Increase the professional standards of the department
  • Increase the level of service to the community.

All compensation for Education Incentive Pay is awarded only for the highest level of degree achieved, compensation is non-cumulative.

Longevity Pay

In recognition of fulltime City employment, the City shall provide the additional incentive pay for employee longevity. Longevity Pay is not cumulative and will only be awarded for the highest level of service achieved. Years of service shall be calculated using any periods of service in which an employee worked full-time with the City of Culver City, regardless of breaks in service. Eligibility and amount vary by job classification. Please check the MOU for your job classification for more specific information.
