In 2018, the City Council approved a Disposition and Development agreement for the construction of a 26,800 square foot artisanal marketplace that included a market hall concept, various food retail and restaurant suites and public parking situated on two sites at the northwest and northeast corners of Washington Boulevard and Centinela Avenue. Culver Public Market, LLC, a Regency Centers affiliate, is the Developer and part owner the property (retail component). Although construction of the project commenced in 2019, it was halted in March 2020 when, due to the pandemic, the Developer invoked the Force Majeure clause of the Disposition and Development Agreement (DDA). Since that time, the City and Developer have been actively working to move the project forward relative to current market conditions.

Plan Modifications and Schematic Design

On October 28, 2024, the City Council approved an amendment to the DDA for a modified project that reduces the overall project square footage by approximately 13,300 square feet by removing the market hall component and reducing the adjacent parking structure. 

The updated schematic design maintains a simple, rustic aesthetic and will include expanded outdoor dining and plazas of approximately 9,600 square feet, new landscaping, public art/murals, and an open-air two-story City-owned parking structure that would support the project, as well as the surrounding commercial neighborhood.

Community Review

The community is invited to review the updated site plan, schematic elevations, and renderings(PDF, 46MB) and provide comments by Friday, May 9, 2025. The full schematic package is under review with City staff and includes additional details and refinements for the modified project and parking structure.
