Background

Jubilo Village is a proposed 100% affordable housing development at 4464 Sepulveda Boulevard that is designed to provide 93 affordable one, two and three-bedroom apartments to at-risk and low-income households. It is being developed by Community Corporation of Santa Monica, in partnership with the Culver-Palms United Methodist Church, with major funding from the City of Culver City. The project will be service-enriched and provide onsite supportive services through a partnership with Upward Bound House, a Culver City local emergency shelter for homeless children and their families. In addition to providing residents with access to resources, the project will also include onsite property management services.

Financial Support

Culver City has a long history of financial support for Jubilo Village:

  • In 2021, the City approved a commitment to the Project of a $2 million construction and permanent loan.
  • In 2022, the City increased its previous loan commitment to $4 million.
  • In 2023, the City served as a receiver for a $1 million State of California grant facilitated by Assemblymember Isaac Bryan for the Project. 
  • On March 10, 2025, the City Council directed staff to include an appropriation of $16 million for a loan to Community Corporation of Santa Monica (CCSM) for the proposed Jubilo Village affordable housing development in the upcoming proposed Fiscal Year 25/26 City Budget. The funding cannot be committed by Culver City until appropriated in the final budget scheduled for adoption on June 9, 2025. If appropriated in the budget, the $16 million would be split across two fiscal years; $4 million in FY 25/26 and $12 million in FY 26/27.
  • On April 28, 2025, the City Council awarded 42 project-based-vouchers (PBVs) to Community Corporation of Santa Monica, which have a net present value of approximately $16 million. These PPVs guarantee an approximate $824,976 annual revenue stream for 20 years for the project, tied to 42 of the project's units. The source of the City's funding for the PBVs is Federal Section 8 funding.

Grant Application Support

Culver City has teamed with CCSM to apply for grant funding on numerous occassions:

  • In 2023, the City worked with CCSM to jointly apply for grant funding from the state Affordable Housing and Sustainable Communities (AHSC) Round 7 Funding program for the Project. Ultimately, the City and CCSM were not awarded the grant.
  • In 2024, the City and CCSM again jointly applied for funding from the state AHSC Round 8 Funding program. The City and CCSM again were not awarded the grant.
  • In 2025, the City Council directed staff to submit a joint application with CCSM for approximately $19.2 million in funding from the California Department of Housing and Community Development Homekey+ program. The anticipated award date is June 2025.
