This is a reminder to review and provide input on Culver City’s Draft 2021-2029 Housing Element by Friday, October 1.

Through the General Plan Update (GPU), the City of Culver City is updating its Housing Element to plan for housing through 2029. City staff will provide an update on the Housing Element at the September 27th City Council meeting.

The Housing Element is a blueprint that identifies housing conditions and needs; establishes goals, objectives, and policies; and designs programs that create sustainable, varied-income neighborhoods across the city. The GPU team is studying possible changes to single-family zoning for the Land Use Element’s preferred land use map, which informed the Housing Element sites inventory.

On July 19, the City posted the first draft of the 2021-2029 Housing Element for public review and input. On September 10, the City submitted a revised draft to the California Department of Housing and Community Development (HCD). HCD has 60 days to review and comment on the draft. The second draft submitted to HCD incorporates feedback gathered on the first draft in July and August 2021 from the General Plan Advisory Committee, Housing Technical Advisory Committee, Advisory Committee on Housing and Homelessness, Planning Commission, and the public. The GPU team considered the diverse perspectives shared and revised the draft, where feasible, before submitting it to HCD. The revised sections mainly include the Housing Plan, Sites Inventory, Public Participation, and Fair Housing Assessment.

Submitting comments

Please review and comment on the second draft 2021-2029 Housing Element by October 1 and share this request widely! You can also send comments to Shawn Danino, the HCD analyst assigned to review the draft, at Shawn.Danino@HCD.CA.gov. Here are the instructions to submit comments to HCD from HCD’s website:

“As part of its review of the housing element, HCD must consider any written comments received from any public agency, group, or person. If an organization or individual plans to provide comments to HCD on a jurisdiction’s housing element, early contact with the assigned review staff member is encouraged to ensure that HCD is aware of this intent. To ensure that HCD has sufficient time to consider comments in the review of the housing element, written comments should be provided within the first 30 days of the review. Written comments can be provided directly to the assigned HCD Analyst or emailed to HousingElements@hcd.ca.gov.”

Next steps

The City will prepare a final, third draft of the 2021-2029 Housing Element, considering public and HCD comments. The Planning Commission will consider the final draft for adoption recommendation on November 30 and City Council will discuss it and decide on adoption in December or January. Upon adoption, the City will submit the Housing Element to HCD for certification.
