The City Council will review updates to the 2021–2029 HEU

WHO: The City of Culver City (City Initiated)
WHAT: Housing Element Update: In compliance with Government Code Section 65580 et. seq., the Culver City is considering updates to its adopted 2021-2029 Housing Element. The 2021-2029 Housing Element provides a framework for meeting the housing needs of existing and future resident populations within the city based on the Regional Housing Needs Allocation (RHNA) of 3,341 units. The Housing Element includes the City’s goals, policies, quantified objectives, and scheduled programs to preserve, improve, and develop housing. The California Department of Housing and Community Development (HCD) reviews every local government’s housing element to determine whether it complies with state law. Culver City received HCD’s comments on the adopted 2021-2029 Housing Element on April 21st, 2022 which stated that additional minor revisions were necessary to certify the Housing Element, including stronger substantiation for the likelihood of redevelopment on some sites and a deeper analysis of fair housing issues. Minor updates to the 2021-2029 Housing Element are proposed to respond to comments issued by the HCD.

WHY: The purpose of the Public Hearing is for City Council to review and consider minor updates to the adopted 2021-2029 Housing Element and addendum to the ND. All members of the public are welcome to attend and participate in the public hearing.
CEQA: Pursuant to the California Environmental Quality Act (CEQA) guidelines, an Initial Study (IS) prepared for the project determined that the project will not have a significant adverse impact on the environment and that a Negative Declaration (ND) finding is appropriate. The IS/ND was adopted by City Council along with the 2021-2029 Housing Element on January 24, 2022. The updates to the 2021-2029 Housing Element do not trigger the need for supplemental review under Section 15162 of the CEQA Guidelines. Therefore, an addendum will be added to the ND to account for the updates to the 2021-2029 Housing Element in compliance with CEQA Section 15164.
