Residential permit parking restrictions for a block are initiated through a petition process, requiring approval by a supermajority of 75% of the residents of each block. Parking restrictions can be removed through a similar petition process, requiring approval by a supermajority of 66% of the residents of each block. Each block is required to maintain a continuing minimum of 66% of the dwelling units participating in order for parking restrictions to remain in effect.
An audit can be conducted at any time by the City, and blocks that do not meet minimum participation will be notified and given 30 days to raise participation. After such time, the City Engineer may administratively dissolve the parking restrictions on that block. A one year waiting period is then required to re-establish restrictions.
