Safer Fox Hills
Overview
The Safer Fox Hills Project is a neighborhood-focused initiative that brings over 2.5 miles of new protected bike lanes to Green Valley Circle, Buckingham Parkway, Bristol Parkway, and Hannum Avenue. In addition to expanding bicycle infrastructure, the project adds three new high-visibility crosswalks across Green Valley Circle and introduces a range of additional pedestrian safety and traffic calming improvements throughout the neighborhood. Together, these changes aim to create a safer, more comfortable, and more connected Fox Hills—for everyone walking, biking, or driving.

Project Status
The City Council approved the conceptual plans for the Safer Fox Hills Project at their May 28, 2024, meeting. City staff are now working to design & build the project in phases. The project is currently in engineering design for Phase 1.

Phase 1
Phase 1 will implement protected bike lanes, traffic calming, and pedestrian safety enhancements on Green Valley Circle, Buckingham Parkway, and Bristol Parkway.
New Protected Bike Lanes

New protected bike lanes will be installed on:
- Green Valley Circle from Sepulveda Boulevard to Centinela Avenue
- Bristol Parkway from Centinela Avenue to Hannum Avenue
- Buckingham Parkway from Green Valley Circle to Hannum Avenue
New Crossings on Green Valley
New, high-visibility crosswalks with flashing warning lights will be installed at 3 different locations along Green Valley Circle to make crossing the street safer and more convenient. Crosswalks will be installed:
- Midblock between Bristol Parkway and Doverwood Drive
- At the intersection of Doverwood Drive & Green Valley Circle
- Midblock between Canterbury Drive and Centinela Ave (approximately at the entrances to Heather Village and The Meadows condo complexes)
Accessibility & Other Safety Improvements
Other roadway improvements to be installed include:
- Curb extensions & ADA improvements
- Protected ("Dutch") intersections at Green Valley Circle & Bristol Parkway and Green Valley Circle & Buckingham Parkway
- Upgrading existing standard crosswalks to high-visibility, continental style crosswalks
Phase 1 Funding
Pending City Council's approval of the Fiscal Year 2025-2026 Budget in June 2025, approximately $1.4 million is available to finalize design & construct Phase 1 of the project. Funding is being provided from the following sources:
- The City's General Fund (non-reserve)
- The Mobility Improvement Fund
- Grant funding awarded from Cycle 12 of Caltrans' Highway Safety Improvement Program (HSIP)
The City will know the final construction cost once engineering design is complete and construction bids are received.

Note: Project timeline is subject to change based on contractor availability, supply chain lead times, and other factors.
Phase 2
Activities related to Phase 2—including additional community outreach, engineering design, and construction—will begin when construction of Phase 1 is substantially complete. Staff anticipate that Phase 2 will consist of:
- Upgrading the existing conventional bike lanes on Hannum Ave between Bristol Parkway and Buckingham Parkway to protected bike lanes
- Installing new protected bike lanes on Hannum Ave between Slauson Ave and Bristol Parkway.

Community Outreach
Extensive community outreach was performed to inform the improvements to be included in the Safer Fox Hills Project. The City will continue to perform outreach through a variety of channels, including email updates, social media posts, and construction notices.
